By the time someone calls us, the same three things are usually true.

The estimate stopped meaning anything
Two months became eight. Each new date is met with a smaller explanation than the last.
Nobody can see inside the work
No documentation, no access, no test of whether what was delivered actually functions. You are taking someone's word for it.
The vendor has stopped answering
Or has been dismissed, leaving a partial system, an unpaid invoice and no handover.

Fixed fee, one week, and the answer is sometimes that the project should be stopped rather than rescued. You get the document either way.

Code, infrastructure and access inventoried and run. Not what the status report claims, what is there.

Component by component, with the reasoning attached so you can challenge it.

Cost and schedule to a working system, with the assumptions listed and the risks priced.

Source, credentials and accounts identified and transferred, which is often the hardest part of a bad exit.
